OST is presently at the advocacy phase of the programme. This phase involves educating, empowering and creating an avenue for citizens to be actively engaged in civic participation. From December 2010 till date, OST has organised a Training of Trainers (TOT) workshops for members of Community Development Committees (CDCs) and Community Development Associations (CDAs) in 49 Local Governments and Local Council Development Areas (LCDA) in Lagos.

The overall objective of the TOT is to educate the public on their rights and duties as citizens to support their effective engagement with local government in order to access social goods and to provide the public with a better understanding of local government and its internal framework. The trainers, having being empowered to know their rights in local governance, go back to their local communities and replicate the trainings.
